My Lord,
With reference to your despatch No. 247 of September 26th (F 10046/8740/10) regarding the difficulties experienced
by Le Chinese ked Cross in obtaining delivery of medical
stores at Hong-Kong, I have the honour to transmit herewith
a copy of a letter which I have received from the International
Committee of the Red Cross expressing their appreciation of
the fact that it will be possible for the consignments of
medical stores despatched by the Committee to Hong Kong for
the Chinese Red Cross, to be re-exported without difficulty
from Hong-Kong.
2. Your Lordship will observe that the letter points
out the distinction to be drawn between consignments (such
as those in regard to which the present difficulty appears
to have arisen) from the International Committee of the Red
Cross at Geneva to the Chinese Red Cross, and consignmente
destined for the "International Red Cross Committee for
Central China" which is represented at Hong-ong by Dr.
Montgomery. It
It is stated that the latter is a local
committee formed in China at the beginning of the hostilities
to assist the Chinese Red Cross, and is chiefly composed of
foreigners resident in China. On the recommendation of Dr.
Calame, their representative in China the International
Committee of the Red Cross at Geneva has supported this
local committee in ita appeal for funds and assistance
